make your own gang
i think most people still met at the grocery store
or school, work, kids day care and so on
take up a hobby/class do something to meet someone

Though as you may notice, it took some one from another country to reply.

Here, unless you are part of a click. Most just don't care. To wrapped up in their own thing.

At the grocery store, people notice each other but are too busy avoiding, racing around or judging to ever say hello. Men who said hello would be seen as creepy and women would be seen as weird. It possible that overly conversion customers would be accused of loitering. Occasionally people do chat and often they are seen as "in the way". Our country for all it's liberal and progressive advances is now growing more conservative. At least I seem to always end up in locations that are highly conservative.

Forming a gang... lol

Work and School. Both typical good suggestions. But I have never clicked well with others. At my current job, I am not at odds with any one but I don't fit with any of them. It was like that in school too. Made one good friend in college. We chat now and then.

Anyway all good suggestions for extroverts.
I am an INTJ.

Also, for the most part the OP was in reference to ONLINE, not so much in person.
