We get the excuse from the government "we need to raise the duty to make up for what we lose to smugglers". But if they weren't so expensive people wouldn't go to smugglers!
From what I gather (I don't smoke), there is a huge counterfit racket going on as well as duty cheating.. Cig prices are probally still very high even if they are illegal.
I've had a cigar hand rolled for me on a tobacco farm in Vinales Cuba, unfortunately not on a nubile young Virgin's thigh, but on a mustacheod farm labour, still the best thing I ever smoked.

^^ indeed you do, and I've had a go at threshing dried tobacco. Always good to have a fallback if the day job doesn't work out.
