now here is the thing, what is the likely hood of more then 1 user using the McDonalds on 21st st in Manhatten to access NN, very minimal at best. I would say less then .01% so the likely hood of more then one person using the same IP to gain access to the site is a laughable thought with exception of homes where the husband/wife boyfriend/girlfriend or roommates have accounts here. So floating IP = public Internet Protocol and not some mysterious way to change your IP every time you sign in or restart your router.
In many cases people have a Dynamic Host which changes the IP at the ISP end of things at a predetermined time anyways. a Static IP or an IP that never changes is typically one that is given to internet host, such as a website or chatroom.
